The Endowment Trust Fund System (ETFS) service allows primary representatives to view:
- Quarterly statements for the past three years
- Current account balance
- Recent transactions
Setting up ETFS for your trust
It is a three-step process to set up your ETFS service.
- First, register for a Secure Access Washington (SAW). You will receive an auto-generated email from SAW once your account is set up.
- Second, submit a scanned or imaged copy of the ETFS Access Request Form to etfinfo@arcwa.org. You will receive an email from “ITARS Mail” once the logistics setup is completed. This takes a few days to process.
- Third, after the two confirmation emails (from SAW and ITARS) are received:
- Visit Login – SecureAccess Washington. Login using the email listed in your ETFS access request form.
- Select the “Add a new service” button.
- Select the “I would like to browse a list of services by agency” button.
- Select the “Department of Commerce” button.
- Scroll to the “Endowment Trust Fund System (ETFS)”.
- Select “Apply” to add your SAW account services.
- Finally, you will receive an auto-generated welcome email from SAW for the ETFS service.
You can use ETFS service to view the trust account information 24 hours a day, 7 days a week.

Beneficiary*
An eligible person for whom an individual trust account has been established.
Disbursement
A withdrawal of funds from an individual trust account
Disbursement Plan
A plan submitted at the time of enrollment that identifies the goods or services most likely appropriate to supplement the needs of the Beneficiary. (Schedule C of the Joinder Agreement)
Disposition Plan*
A plan submitted at the time of enrollment that directs how any remaining private funds will be disbursed from the individual trust account upon the death of the Beneficiary.
Endowment Trust Fund System (ETFS)
An online service that allows primary representatives to view quarterly statements for authorized trust accounts through a web browser.
Individual Trust Account
The account that holds assets for the Beneficiary.
Joinder Agreement
Establishes the Primary Donor’s consent to accept and invest funds according to the master trust document. It designates who the Primary Representative is to be and includes the disbursement and disposition plans for the individual trust account.
Master Trust Document
Establishes and defines the operation and guidelines of DDETF and governs individual trust accounts. Separate master trust documents apply to the Trust I (Third Party Trust) and the Trust II (Self-Settled Trust).
Matching Funds
Refers to money that the state contributes to individual trust accounts, based on program requirements.
Non-Judicial Agreement Form (TEDRA)
A form that can be used to change the final disposition plan for an active trust account instead of a court order.
Primary Donor*
The person who establishes the account for the Beneficiary and signs the Joinder Agreement. Is not indicative of who must fund the trust account.
Primary Representative
The person named in the Joinder Agreement as the person the Governing Board and/or Trust Manager may communicate with regarding a Beneficiary’s account. Only the current primary representative is authorized to request disbursements and receive account information.
Vested Account
An individual trust account that has fulfilled the requisite to qualify for matching funds by meeting the minimum contribution requirement over a 3-year period.
*These items are permanent and can never be changed on the Joinder Agreement.
